Si può, si deve, bisogna: rules and obligations
By the end of this lesson you understand what you can, must or must not do in a notice, and you can tell «it's not necessary» from «it's forbidden».
5 min · Level B1
For rules and obligations you use dovere and potere + infinitive: Devo rinnovare il contratto, Puoi parcheggiare qui. In notices you often find si può, non si può, si deve. With a plural noun the verb goes in the plural: Si possono lasciare le bici in cortile.
Careful: non è necessario / non serve / non c'è bisogno = you can do it, but you are not obliged to. È vietato / non si può = you must not do it. Non è necessario prenotare ≠ Non si può prenotare.
With non devi the context decides: Qui non devi fumare = it is forbidden; Domani non devi venire, è festa = it is not necessary. In notices, for a ban, you almost always find è vietato or non si può.
When you read or hear a rule, look for these words: the answer to a true/false question is often right there.

Common mistakes
✗ C'è che compilare il modulo.→ Bisogna compilare il modulo.
In Spanish you say hay que + infinitive. In Italian c'è che + infinitive does not exist: use bisogna + infinitive, or si deve.
✗ Bisogno andare in Comune.→ Bisogna andare in Comune.
Bisogna (= it is necessary) is a verb: bisogna andare. Bisogno is a noun and goes with avere and di: Ho bisogno di andare in Comune.
✗ Bisogna che vado dal medico.→ Devo andare dal medico.
In Albanian you say duhet të shkoj, with a conjugated verb. So Albanian speakers put vado after bisogna che, but that needs the congiuntivo (che io vada). It is simpler to use the infinitive: Devo andare or Bisogna andare.
✗ Precisa portare due foto.→ Bisogna portare due foto.
In Portuguese you say precisa levar duas fotos. But in Italian precisare means «to explain exactly». Use bisogna portare or servono due foto.
